FOR THE ATTENTION OF GDS COMRADES :

Dear Comrades,

For the last few days our CHQ & NFPE is receiving large number of phone calls every day enquiring about the formation of divisional unions in the name of AIPEU GDS (NFPE) in the respective circles besides seeking information about the Court Case for Departmentalization of GDS & GDS Pay Committee etc.,

Our Secretary General, General Secretaries are very much patiently answering to all and explaining the current situation on organizational set up  and GDS issues. After knowing all the facts about the efforts of NFPE & AIPEU GDS (NFPE) for Departmentalization of BOs and Regularization of GDS for the last two years; the GDS members are very much impressed and enthusiastically join in AIPEU GDS (NFPE) by forming the Divisional Unions in their respective Circles.

Now it is very well aware of thousands of GDS that the agreement signed by the so called recognized union is a DEATH WARRANT and happened to be a big hurdle for inclusion of GDS in 7th CPC.

AIPEU GDS (NFPE) CHQ has been prepared a comprehensive memorandum on GDS issues to submit before the 7th Pay Commission. After submission it will be published in our websites.

Com. M.Krishnan, Secretary General, NFPE called by the Secretary, 7th Pay Commission for an interaction meeting on Postal Staff related issues on 29-05-2014.

The Secretary General, NFPE will explain all about the GDS Court Case and issues related to GDS and request need to consider GDS wage revision and service conditions under the purview of 7th CPC.

Let us hope for the best.
  
For the information of GDS comrades, our Union is well established in many Circles & divisions, however in some areas it is not taken place because of some limited reasons or the other, it is now well known to the GDS comrades of each and every division of such Circles and seeking cooperation from our CHQ in the formation of Divisional Unions and ready to joining as members of AIPEU GDS(NFPE).

Welcoming the situation, our CHQ is sincerely assuring that what ever cooperation and information regarding GDS office bearers and Circle Secretaries are ready and one can contact them in such instance. After the formation of new Govt. a huge responsibility is going to be shouldered by the GDS to achieve the demand of “inclusion of GDS in the purview of 7th CPC”.

Simultaneously, legal battle is going on. It is informed that the Dept. & Govt. has not yet submitted any reply to the High Court of Delhi till 07-05-2014. Further requested the Hon’ble High Court for 6 weeks of time to submit the reply and it is granted. Next date of adjournment is 19-09-2014.

Comrades, it is the high time to prepare ourselves for united struggles along with NFPE & Postal JCA. Many of our GDS have well experienced with the fragmented strikes conducted by the so called recognized union and adverse effects of such struggles.

RESOLUTION ADOPTED FOR STRENGTHENING AIPEU GDS (NFPE) IN KARNAKATA CIRCLE

RESOLUTION ADOPTED BY THE 28TH CIRCLE CONFERENCE OF AIPEU GROUP ‘C’ KARNATAKA CIRCLE HELD AT BANGALORE FROM 01.04.2014 TO 03.04.2014.

This 28th Circle Conference of AIPEU Group ‘C’, Karnataka Circle, Resolves as follows :

The Federal Council meeting of NFPE which is the highest decision making body of NFPE held at Hyderabad in June 2013 had taken a decision to grant Associate Membership to the newly formed All India Postal Employees Union – GDS (NFPE) and also has decided to form Divisional/Circle Branches of the new GDS Union in all Circles and also given a call to all affiliates of NFPE to extend full support and cooperation to the new GDS Union.

The All India Conference of AIPEU Group ‘C’ which is the highest decision making body of AIPEU Group ‘C’, held at Thiruvananthapuram had taken a similar decision as above and had called upon all Branch/Divisional and Circle unions to extend full support and cooperation to the newly formed AIPEU-GDS (NFPE).

Unfortunately, in Karnataka Circle, the Circle Union could not take a decision to implement the above decisions of NFPE and AIPEU Group ‘C’ (CHQ), for various reasons.

As the earlier GDS Union AIPEDEU (now called as AIGDSU) has no connection with NFPE, the newly formed AIPEU-GDS (NFPE) is the only GDS Union which stands solidly with NFPE and implements all the decisions of NFPE including strike.

Taking into consideration the above facts and circumstances, this 28th Circle Conference of AIPEU Group ‘C’, Karnataka Circle hereby unanimously resolves to implement the above decisions of NFPE and AIPEU Group ‘C’ (CHQ) in Karnataka Circle in letter and spirit and to extend full support and cooperation to the newly formed AIPEU-GDS (NFPE). This Circle conference further decides to end the confrontative attitude of the Circle Union with NFPE & P3 CHQ, regarding GDS Union and shall go by the decision of NFPE and AIPEU Group ‘C’ (CHQ).

AIPEU GDS (NFPE) CHQ conveys its heartfelt thanks and congratulations to the comrades of NFPE and AIPEU Gr.C, Karnataka Circle for their earnest cooperation & determination for strengthening AIPEU GDS(NFPE) union in Karnataka Circle.

We hope at the earliest, GDS comrades will join from all the (31) divisions  in Karnataka Circle with 100% support of AIPEU GDS(NFPE) and NFPE as well.

CENTRAL WORKING COMMITTEE MEETING – AIPEU GDS (NFPE) 04-04-2014 – NAGPUR


The 3rd Central Working Committee meeting has been held on 04-04-2014 in 
the Conference Hall, MLA Hostel, Civil Lines, Nagpur.

The CWC meeting presided by Com.Bijoy Gopal Sur, President, CHQ.

Com.M.Krishnan, Secretary General, NFPE attended as Chief Guest and addressed 
the meeting. The Secretary General explained in detail about all the efforts of the 
NFPE and Confederation  for the cause of Organization and demands of GDS and
 the importance of filing case in Supreme Court for Regularization of GDS.

Com.R.Sivannarayana, President, AIPEU Gr.C (CHQ) also attended and addressed the
 meeting.




20 CWC members attended the meeting and deliberately discussed on the agenda items 
and problems in the divisions and circles to the notice of the CHQ & NFPE.

Regarding Legal Fund for GDS Court Case, Himachal Pradesh Circle 
Secretary & Organizing General Secretary, Com. Virendra Sharma
 along with Asst Circle Secretary Com.Kamal Kishore handedover an 
amount of Rs.1,42,500-  to the Secretary General, NFPE as contribution
 from Shimla division.

 All the CWC members appreciated the generosity of the GDS Comrades of Shimla 
Division for their valuable contribution and praised inspiration and mobilization on the issue
 of financial assistance to CHQ and NFPE for the exercises  & activities being done for the
 GDS.

Andhra Pradesh (Guntur Rs.10,000- & Sangareddy Rs.2000-), West Bengal (South Presidency 
Dn Rs.2000- & Circle Union Rs.10,000-) Tamil Nadu Circle (Tiruchengodu Branch Rs.10,000- in Namakkal Division) also offered their contributions to the Court Case a total sum of Rs.34,000- to the Secretary 
General, NFPE in the CWC meeting and all the Circle Secretaries assured their contributions
 soon to NFPE.

The following decisions were taken in the CWC meeting :

= An adhoc committee/Executive body/organizing body should be 
initiated in each every division in the name of AIPEU GDS (NFPE) 
with in a stipulated time, being prepared for the process of reverification.

= Hold meetings at field level/divisional / circle as Regional meetings /
 general body meetings / council meeting / working committee meetings 
to enlighten the GDS members on the current situation at frequent intervals
 in cooperation with P3 & P4 Unions

= Popularize the activities of NFPE & AIPEU GDS (NFPE) and all 
struggle programs through pamphlets, circulars and such information
 should reach each GDS member.

= Condemn the anti-NFPE & anti-GDS activities being propagated by 
anybody at any level.

= Increase the percentage of  withdrawals of GDS members from 
other unions particularly AIPEDEU/AIGDSU by taking consent in favour of 
AIPEU GDS (NFPE).

= Collect subscriptions for the union @ Rs.10/- per month at the time of
 DA / Bonus payments and allocate the funds to all higher bodies positively.

= Mobilize the GDS members to the ensuing program in Delhi i.e., 
Hunger fast in front of Parliament with 50,000 GDS during September, 2014.
