AIPEU GDS(NFPE) CIRCLE CONVENTION IN YEDIYUR - 08-06-2014

A successful convention of AIPEU GDS (NFPE), Karnataka Circle has been held on 08-06-2014 in Yediyur near Tumkur, Karnataka Circle. The meeting presided by Com.Chandrasekhar, President, AIPEU Gr.C., and Com.D.C.Thataiah as a joint Presidium. The Convention is organized by Com.B.R.Jagdeesh, Assistant General (CHQ) and Com.Kalpesh, Circle Secretary, AIPEU GDS (NFPE).

Com.R.Seethalakshmi, General Secretary, AIPEU Postman & MTS and Com.P.Pandurangarao, General Secretary, AIPEU GDS(NFPE) invited as Chief guests. Com.Janakiram, Circle Secretary, AIPEU Gr.C as guest of honour.

Shri Shivakumaraiah, Officer of the Siddilingeswara Swamy Devasthanam made a welcome speech and inaugurated the convention.

About 300 GDS comrades representing form 18 divisions participated in the convention. All the leaders and Comrades assured to extend full cooperation and support to the AIPEU GDS (NFPE) and all GDS comrades of Karnataka besides decided to form the GDS Union in all the Divisions with in a time frame.

A website for AIPEU GDS (NFPE) has been launched >gdsnfpektk.blogspot.in< to serve the GDS comrades with update information.

Com.Bettaiah (Retd. Gr.C), Com.B.R.Jagdeesh, Com.K.Kalpesh, Com.D.C.Thataiah, Divl. Secretarya and their team deserves all appreciation for organizing such a successful meeting in Yediyur.

All the Leaders and invitees felicitated by the Reception Committee along with the meritorious children of GDS comrades who attained higher percentage of marks in X standard examinations.

Dear Comrades,

General Elections are over and a new Government has come to power. The UPA Government which has not done justice to GDS employees and the common people of the country and faced a humiliating defeat. Now it is the turn of Shri Narendra Modi Government.  New Communications Minister Shri Ravi Shankar Prasad has taken charge. People of the country has high expectations about the Govt. As the Govt. has only just taken charge, from our earlier experiences, coming to any sudden conclusion about the Govt., may not correct.
7th Central Pay Commission & GDS

Even before the terms of reference of the 7th CPC is declared by the Govt., the recognized GDS Union has signed an agreement with the Department accepting separate Committee. Naturally, the Govt., excluded GDS from the Terms of Reference of 7th CPC. NFPE, AIPEU GDS (NFPE) & Confederation of Central Govt. Employees & Workers conducted two days strike on Feb 12th & 13th 2014 demanding inclusion of GDS in 7th CPC. The recognized Union cheated the GDS. As election was declared during April & May,  we could not conduct any further agitation during the said period. As per the call of NFPE & Confederation, we conducted intensive campaign against the anti-GDS stand of the UPA Govt., and also against the cheating of the recognized GDS Union.
SUPREME COURT TRANSFERRED THE CASE TO DELHI HIGH COURT AND FIRST HEARING TOOK PLACE ON 13-01-2014.
You are well aware that NFPE & AIPEU GDS (NFPE) filed a Writ Petition in the Supreme Court, requesting :
(1)   Implementation of the 1977 Supreme Court Judgment and grant of Civil Servant status and all  benefits of Departmental employees  to GDS.
(2)   Scraping of the GDS (Conduct&Engagment) Rules 2011
(3)   Inclusion of GDS under 7th CPC.
The case is came up for hearing on 07-05-2014. Advocate for the Govt., of India, Department of Posts appeared in High Court and requested six weeks extension of time for filing their reply statement. The High Court granted six weeks time for Govt., and also time for filing additional reply statement, if any,  by our Advocate. Next hearing of the case is on 19th September, 2014, the anniversary day of 1968 Sept 19th strike and 19th September 1984 was the first one day  strike only for the cause of  GDS Employees.
BEFORE GOING FOR AN AGITATIONAL PROGRAMME ON GDS DEMANDS, SUBMISSION OF MASS MEMORANDUM TO PRIME MINISTER & COMMUNICATION MINISTER
As the new Govt. has just taken charge, it will not be appropriate on our part to go for an agitation immediately. Further such a sudden agitation may not get public support also. Hence the CHQ has decided to submit a mass memorandum signed by maximum number of GDS about two lakhs to the Prime Minister of India & Communications Minister in the month of July 2014. 

The copy will be supplied to all Branches & Divisions by the CHQ.
Proforma of the Memorandum will be published in the web sites also. Please obtain maximum signatures of GDS in the Memorandum and submit to CHQ before 15-07-2014 to the following address :

Agitation will start intensively in the month of August 2014 if the Govt., takes a negative stand or delaying tactics. As Seventh Central Pay Commission has already commenced its work, we can not wait indefinitely.

FIRST PHASE OF AGITATION

One day mass dharna infront of all Divisional Offices on 16th July 2014 

SECOND PHASE :

One day mass dharna in front of all Chief PMG &  Regional PMG Offices on 5th August 2014.

THIRD PHASE :

Relay hunger fast in front of all Chief Post Master General Offices for five (5) days from 15th to 19th September 2014.

FOURTH PHASE

Massive Parliament Dharna and March in October / November 2014
(Dates will be decided after the announcement of the dates of Parliament sessions)

FIFTH PHASE

If the Govt., still refuses to concede the demands of GDS, the CWC of AIPEU GDS (NFPE) shall meet and Trade Union action including indefinite strike will be decided. In the mean time the decision of the Delhi High Court may also come.

All Circle / Branch / Divisional Secretaries are requested to make the above programmes a grand success.

Varius Inncentives in Dept. of Posts


I) SB commission paid to BPMS
1) one year TD 0.5%

Rs.500.excluding deposit made in March but including withdrawals of March.

II) Incentive@ 2% of the sale of stamps/stationery up to Rs 30/- to each customer.

2) Incentive of Rs.0.75 per article booked over and above the threshold specified where seperate post has been sanctioned for speed post work.
3) Incentive of Rs.0.50 per article delivered in addition to his other normal duties.
4) Rs 5/- per customer in respect of articles booked under special journal.
5) No incentive is payable to postman whose return is morethan 2%
  
NREGS WORK
Incentive is admissible when atleast 10 transactions in the account in a financial year.Both deposits and withdrawals will be taken in to account of the purpose of arriving at the number of transactions.

Rs.20/- per Rs.10000/- sum assured for above 2 crores of sum assured
SDIs/ASPOs shall get commission of 10% on the total incentive paid to GDS staff on sum assured only for processing the proposal.

Rs.2.50 per 1000/- sum assured for procuring business

FOR THE ATTENTION OF GDS COMRADES :

Dear Comrades,

For the last few days our CHQ & NFPE is receiving large number of phone calls every day enquiring about the formation of divisional unions in the name of AIPEU GDS (NFPE) in the respective circles besides seeking information about the Court Case for Departmentalization of GDS & GDS Pay Committee etc.,

Our Secretary General, General Secretaries are very much patiently answering to all and explaining the current situation on organizational set up  and GDS issues. After knowing all the facts about the efforts of NFPE & AIPEU GDS (NFPE) for Departmentalization of BOs and Regularization of GDS for the last two years; the GDS members are very much impressed and enthusiastically join in AIPEU GDS (NFPE) by forming the Divisional Unions in their respective Circles.

Now it is very well aware of thousands of GDS that the agreement signed by the so called recognized union is a DEATH WARRANT and happened to be a big hurdle for inclusion of GDS in 7th CPC.

AIPEU GDS (NFPE) CHQ has been prepared a comprehensive memorandum on GDS issues to submit before the 7th Pay Commission. After submission it will be published in our websites.

Com. M.Krishnan, Secretary General, NFPE called by the Secretary, 7th Pay Commission for an interaction meeting on Postal Staff related issues on 29-05-2014.

The Secretary General, NFPE will explain all about the GDS Court Case and issues related to GDS and request need to consider GDS wage revision and service conditions under the purview of 7th CPC.

Let us hope for the best.
  
For the information of GDS comrades, our Union is well established in many Circles & divisions, however in some areas it is not taken place because of some limited reasons or the other, it is now well known to the GDS comrades of each and every division of such Circles and seeking cooperation from our CHQ in the formation of Divisional Unions and ready to joining as members of AIPEU GDS(NFPE).

Welcoming the situation, our CHQ is sincerely assuring that what ever cooperation and information regarding GDS office bearers and Circle Secretaries are ready and one can contact them in such instance. After the formation of new Govt. a huge responsibility is going to be shouldered by the GDS to achieve the demand of “inclusion of GDS in the purview of 7th CPC”.

Simultaneously, legal battle is going on. It is informed that the Dept. & Govt. has not yet submitted any reply to the High Court of Delhi till 07-05-2014. Further requested the Hon’ble High Court for 6 weeks of time to submit the reply and it is granted. Next date of adjournment is 19-09-2014.

Comrades, it is the high time to prepare ourselves for united struggles along with NFPE & Postal JCA. Many of our GDS have well experienced with the fragmented strikes conducted by the so called recognized union and adverse effects of such struggles.
